patrolling officers observed a male passed out on the sidewalk. Officers made
contact with the male, and he was extremely intoxicated. He refused medical

officers arrived on the scene and made contact with the caller outside who was
upset, crying and had visible injuries. The caller advised her child's father
choked and assaulted her during an argument. Officers went inside the house to
talk to the offender. Officers then advised the offender he was under arrest,
which he resisted, and a struggle occurred. The defendant was then placed under
arrest and transported to the hospital to be examined before going to the
