an individual laying on the ground behind the 8300 block Annapolis Rd. Officers
spoke with the subject who stated that he laid down to sober up. Officers
attempted to identify the male subject who became uncooperative. The male
subject refused medical assistance, a warrant check was conducted with
negative results. The individual was advised and sent on his way without
