Annapolis Rd officers observed a male sleeping behind the wheel at the traffic
light. Officers entered the vehicle and smelled a strong odor of burnt and
fresh marijuana. The male was awakened and removed from the vehicle without
incident. On his person were several plastic bags of marijuana. The male was
taken into custody and the vehicle was impounded. The male was transported to
