The registration displayed both parties' names as owners of the vehicle. Officers were not able to remove the plates since both names are on the registration card. As officers interviewed the male subject, it was clear that he suffered from an altered mental status. The male subject then asked for a ride to the metro station. Officers transported him to the metro station without incident.
