While officers were speaking with the victim, the male suspect arrived on foot and was irate and disorderly. Officers were able to locate the vehicle, but the suspect fled the scene on foot and did not meet with officers. The striking vehicle did not have valid tags, and the VIN registration yielded that the vehicle was not registered. An impound was conducted for investigation. The suspect resisted arrest and fled the scene.
